A passport is a travel document, usually issued by the government of a nation, that certifies the identity and nationality of its holder for the purpose of international travel. Currently, the U.S. Department of State cannot legally deny passports to registered sex offenders, except those specifically convicted of sex tourism. About 4,500 U.S. passports of the more than 16 million issued in fiscal year 2008 were issued to registered sex offenders.[1]
