It seems to me that the state likes to create disunity among the people for two purposes. (1) While different factions of the people (men and women, gays and straights, pedophiles and hebeteleiophiles) are fighting each other, they are unable to join together to fight the state. (2) Different factions may seek the support of the state in fighting the other factions. In doing this, they give the state whatever it wants to get the control they need to fight their rivals.
