¹ A group, ethnic or social minority deemed or legislated to be criminals based on who they are and not by any laws they may have broken as individuals.

Historical examples of people deemed to be a criminal class include Jews, Gypsies, homosexuals, Black people, lepers, and certain religious groups. In most western countries, it is not illegal to be a pedophile while acting on any pedophilic sexual desires is illegal.
