I think we can predict how this will play out. Someone like Amy or Vicky will sue whichever child porn offender has the deepest pockets. Suppose the losses (e.g. psychiatric counseling) were $100,000. Paroline could sue the wealthiest child porn downloader for the full $100,00, since he's jointly and severally liable. So, then that will he do? He can sue other child porn offenders for contribution. A lot of them will probably be indigent, since a child porn prosecution tends to destroy your career. The majority of the downloaders, though, will never be caught. So the burden of paying for the counseling will fall on those few who (1) did get caught and (2) have money.
