I wonder if "Children of sex offenders, who have been subjected to teasing by schoolmates, etc." belongs there; children of offenders are collateral damage with pretty much any kind of criminal prosecution in which the defendant has kids, and I'm not even sure they're collateral damage. The goal of policymakers might be to destroy an entire family as a way of (1) destroying the genes and memes that lead to criminal behavior, (2) inflicting more pain on the defendant by letting him know his whole family suffers because of his actions, and (3) pressuring people to pressure their family members not to commit crimes; for example, a wife might tell her husband, "don't look at that child porn or we'll all suffer." Hate speech
